Syncing fresh rules needs network access, while initialization, queries and audits over already-collected data work offline.

The README is in Chinese. It needs Python 3.11 and SQLite with FTS5 support, the skill itself uses only the standard library. Syncing with official sources needs network access, the local database, page snapshots, reports and test corpora are not committed to git.
