What it does

The server gives unified access to htmlweb.ru's long-running set of web utilities through one api_call tool with an obj parameter (class: calendar, convert, geo, mail, mnp, money, service, validator, ai) and an m parameter (method). A separate api_catalog tool lists available classes and methods, and register_agent issues a free api_key automatically, up to twice a day per IP, with no signup on the site. The money class covers not just balance (get_limit) and plan limit (set_limit) checks but also bind_payment_card, charge_saved_card, create_topup_card, create_topup_crypto and acp_checkout, meaning an agent can bind a card, charge it and run a checkout. Beyond the payment methods there is INN and EGRUL data lookup, phone operator and portability (mnp) lookup, geo services, a unit converter, email validation, and OCR/anti-spam under the ai class.

Who it is for. For developers who want one MCP covering a dozen small Russian reference checks, and separately for those willing to let an agent bind and charge a bank card.

Good fit when

  • You need a quick INN check, phone operator lookup or another reference fact without a separate signup
  • You want one MCP instead of a dozen separate REST calls to htmlweb.ru
  • You deliberately need card-binding and payment tools through this service

Not a fit when

  • You don't want the agent to have card-binding and charging tools at all: they ship in the same money set as harmless balance checks
  • You need SLA guarantees and official support: the service is run by a single developer with no stated SLA
  • You only need INN or EGRUL lookups: narrower, more predictable servers exist for that

Limitations

The repository has no stated license. Pricing lives in a separate PRICING.md; the main README shows no prices. Automatic key issuance via register_agent is capped at two per day per IP, fine for testing but not production. The money class mixes harmless balance reads with accepting payments and charging a saved card in the same api_call tool, with no described separation of access rights between them.

How to disable. Remove the htmlweb server block from your MCP client configuration.
