What it does
The skill is an instruction file, SKILL.md, not a program: Claude itself runs the described steps with the stock Bash and curl tools. The key idea is to reach Russian government sites from the user's own machine rather than through the built-in WebFetch/WebSearch, which those sites often block by server IP. The skill keeps a prioritized source map (EMISS first, then a topical portal like the Bank of Russia, then Rosstat, regional agencies, and web archives last), knows the common obstacles like the Ministry of Digital Development's root certificate, User-Agent blocking and DDoS-Guard on fedstat.ru, and parses xlsx, xls, cp1251-encoded csv, Bank of Russia XML and rar archives. The result is always a table with the publication name, a link and the access date, and if the data is not found, the skill says so honestly instead of substituting a plausible-looking number.
Who it is for. For people writing academic or analytical work who need real Russian statistics, not figures a model invents from memory.
Good fit when
- You need GDP, inflation, population, income or employment figures for an essay, coursework or a report
- You need the CBR key rate or a currency rate on a date from an official source
- A model has previously given you plausible-looking but unverified Russian figures
Not a fit when
- You need data outside Russia or its regions: the source map is built specifically for Russian government sites
- The machine has no access to the Russian segment of the internet and there is no way to set up a VPN with Russian egress

The skill is not a program and stores nothing of its own besides a local cache of downloaded datasets. It needs access to .ru, .su and .xn--p1ai domains from the user's machine: outside Russia this means a VPN or proxy with Russian egress. fedstat.ru's DDoS-Guard needs browser automation like Playwright, since curl cannot pass its JS challenge. Annual figures like GDP are published with a lag (annual GDP only comes out around April of the following year), and the skill warns about this honestly instead of substituting missing data.
How to disable. Delete the ru-stats folder from ~/.claude/skills or the project's .claude/skills.

FAQ
Can the skill invent a number if it finds no data?
No, citation discipline is strict: if it is not found, the skill says so instead of making up a plausible number.
Does it work outside Russia without a VPN?
No, most .gov.ru sites return 403 to foreign IPs, so access to the Russian segment of the network is required.
