What it does
tw-formal-writing is a skill that writes and reviews formal documents in Traditional Chinese under Taiwan's rules. It is built on the Executive Yuan's Document Processing Manual and the statute on official document form. The agent identifies the type of paper from your description and loads the matching reference. The skill covers four groups. Government documents: memos, inter-agency letters, orders, public notices, minutes and press releases. Legal papers: a certified letter (存證信函), contracts, lawyer letters, memoranda, statements and powers of attorney. Citizen-to-government filings: petitions, applications and administrative appeals. Twelve case follow-up situations are described separately, such as a reminder, an extension and a correction of an earlier letter. After drafting, the skill runs the document through a check for common mistakes. A finished text can be pasted in for correction: the agent points out where forms of address, obsolete closing phrases or the approval route break the rules.
Who it is for. Staff of Taiwanese agencies and residents of Taiwan who must draft an official letter, a claim to a landlord or an administrative appeal in the proper form.
Good fit when
- A health bureau employee prepares a letter to medical institutions requiring statistics by the end of the month.
- A tenant sends the landlord a certified letter demanding the deposit back, and the wording has to be legally sound.
- A resident writes a complaint to the city about noise, and the filing period for an administrative appeal is limited to 30 days.
- A letter has already gone out but an attachment is wrong, and a list of corrections with the missing data is needed.
- A finished draft of an agency letter must be checked for obsolete formulas such as 為要 and for the approval route.
Not a fit when
- You need a business email, a résumé or a cover letter: the skill explicitly excludes commercial and private letters.
- You are writing a scientific paper or a research proposal: those texts are out of scope.
- The document holds state secrets or other people's personal data: Taiwan's government guidance forbids giving such material to generative AI.
- You want a translation or a plain style edit: the skill is not built for that.

The skill is written for Taiwan and Traditional Chinese. It does not know Russian or mainland Chinese norms, and the references follow Taiwanese rules. These are general guidelines rather than the one correct text, since agencies have their own habits. Legal papers such as a certified letter or a contract are worth showing to a lawyer before sending. The README states that no model tests were run on the platforms. The last commit in the repository dates to September 2026. The Codex version is limited by the size of the loaded file, so raising `project_doc_max_bytes` is advised.
How to disable. Disable the plugin through the `/plugin` menu or remove it with `claude plugin uninstall tw-formal-writing`. If installed manually, delete the `~/.claude/skills/tw-formal-writing` folder.

How do I install tw-formal-writing in Claude Code?

Which documents does the skill cover?
Four groups: government documents, other agency documents, legal papers and citizen filings to authorities. Legal papers include a certified letter, a contract and a power of attorney.
Does the skill work in ChatGPT and Gemini?
Yes. For ChatGPT upload `STANDALONE.md` as the GPT's knowledge, and paste the short `LITE.md` into fields with a length limit. Codex and Gemini CLI read `AGENTS.md` and `GEMINI.md` from the repository root.
Can I put secret data into the request?
No. The README cites Taiwanese government guidance: classified documents are written by the officer without generative AI. Citizens are advised to give only the minimum data a procedure needs.
How do I check a letter I already wrote?
Paste the text and ask for a check and corrections. The skill lists errors and warnings, for example about the abolished closings 為要 and 為荷 or about the choice of approval route.
