An exploration budget is only carved out when unit economics and volume are explicitly given; otherwise the result is marked DISCOVERY_ONLY rather than launch-ready. It ends by producing a handoff file for the ya-direct-combinatorial-creatives skill. The skill never launches campaigns and never connects to a Direct account at all.

Who it is for. For people launching Yandex Direct ads on a new product or market where no trustworthy delivery statistics exist yet.
